QC man in Warren Co. Jail on child porn and solicitation charges

Illinois State Police made an arrest in Milan earlier this month that landed a man in the Warren County Jail for indecent solicitation of a minor, and child porn possession.

40-year-old Jeffrey Hallesy was taken into custody on June 12, after investigators received a tip from the National Center for Missing and Exploited Children.

The agency reported to police that Hallesy was engaged in “inappropriate communications with a child” in Warren County.

Bond has been set at $25,000 or $2,500 needed to get out. It is not clear if he’s posted the money needed to be released.

They then gathered digital evidence and witness statements supporting the arrest.

ISP says investigations of child exploitation and child pornography are made possible through strong partnerships between State, Local and Federal law enforcement, with crucial assistance from the public.

Only a month ago, 58-year-old Walter Kemplin of Monmouth was charged with indecent solicitation of a minor. However, he resided in Warren County and made contact with a decoy in Indiana.
