On Wednesday, August 19th, Galesburg Police were dispatched to Turnberry Village on Michigan Avenue for a report of a male subject masturbating near a set of bushes. Upon arrival, GPD spoke with the callers who stated they observed a male subject standing near a set of bushes masturbating while watching children at the playground – about 20 to 30 feet away – according to police reports.
The callers explained the individual ignored them after they yelled at him so they quickly ushered the children away from the playground.
When the callers approached, the individual was then laying on the ground behind some bushes, then got up, and ran into an apartment.
GPD then went to the apartment and made contact with the individual: 23-year old Justin Kevin Reed of Galesburg who lives at the apartment and matched the caller’s description.
Reed’s mother explained to the police that her son is schizophrenic, has other mental disorders, and is off his medication.
Reed was then arrested for Public Indecency / Lewd exposure and was transported to the Knox County Jail.
